The SAR Government is currently holding a public consultation on the planning and construction of the "Macau Integrated Tourism and Culture Zone" and the "Macau Technology Research and Development Industrial Park." Wu Wei'en, Chairman of AlphaTool Group, expressed his support for the launch of these two major projects, and suggested that the government use forward-looking thinking to leverage Artificial Intelligence (AI) technology, optimize supporting software and hardware, facilitate the projects' integration with the international community, and enhance city operation efficiency and service experience.
Regarding the construction of the Integrated Tourism and Culture Zone, Wu Wei'en proposed several AI-centric recommendations. For tourist experience, AI smart navigation and personalized route planning can be implemented, combined with AR (Augmented Reality) and VR (Virtual Reality) technologies, to enhance immersive cultural experiences. Concurrently, an AI marketing data center and content generation tools should be established to analyze customer segment preferences and promotional effectiveness, rapidly produce multi-lingual promotional materials in Chinese, English, Portuguese, and other languages, thereby expanding the park's brand international influence.
At the park management level, he suggested establishing a "Digital Twin + AI Hub" to monitor pedestrian flow, vehicle traffic, and energy consumption in real-time, optimize facility scheduling and maintenance arrangements, and improve overall operational efficiency. By using visual AI to manage parking lots and pedestrian flow lines, congestion can be predicted and pre-warned, ensuring safety and smoothness during major events and peak hours. Furthermore, an "AI Investment Promotion Radar" could be set up to integrate patent, financing, and industry data, accurately target global and Greater Bay Area enterprises, and create a multi-lingual "Smart Investment Assistant" to instantly respond to policy and leasing inquiries, automatically matching venues, subsidies, and university resources according to enterprise needs.
Regarding the advancement of the Technology Research and Development Industrial Park, Wu Wei'en believes this move aligns with the general trend of social development. He pointed out that over the next three to five years, Macau should focus on "AI + Macau Application Scenarios" as its core direction, promoting the implementation of artificial intelligence in multiple sectors to help Macau enhance operational efficiency and urban resilience within its structural context of "small land area, large population, and high volume of tourists."
The Chief Executive previously noted in next year's Policy Address that AI should not remain merely a concept but should be rooted in concrete urban and industrial problems. Wu Wei'en proposed four specific suggestions:
1. Testing Sandbox and Standards: Under the premise of clearly defining data security and privacy protection, encourage various industries to pilot the adoption of solutions like smart customer service, risk pre-warning, pedestrian flow prediction, and intelligent marketing through a testing sandbox, open APIs, and guidance documents. This would progressively crystallize reproducible city-level AI standards and best practices, laying the foundation for future export to Hengqin and the Greater Bay Area.
2. Education and Talent: Deepen cooperation with higher education institutions, support the joint establishment of "Joint Laboratories" and internship bases between schools and enterprises, closely integrate AI courses, innovation competitions, and real industrial needs, and cultivate composite talents who understand both technology and service industry scenarios.
3. Greater Bay Area Linkage: Starting from Macau, strengthen multi-dimensional linkage with the Greater Bay Area, especially the Hengqin Deep Cooperation Zone. Encourage AI solutions implemented in Macau to prioritize more diverse testing and industrialization in Hengqin before extending to other Bay Area cities like Guangzhou, Shenzhen, and Zhuhai.
4. International Cooperation: Strengthen international technological cooperation and leverage Macau's dual advantages as a "Sino-Portuguese Platform + International Capital." Relying on its "platform" positioning, Macau can explore replicating AI solutions successfully validated in its hotel, financial, and public services sectors to tourist cities and port cities in Portuguese-speaking countries, enabling Macau to become not just a user of technology but also an exporter of application models.
